Fast Withdrawals bypass this by using liquidity providers (LPs) who front the withdrawal amount on the main chain. This brings down withdrawal times from 7-15 days to just 15 minutes. 

Essentially, Arbitrum Fast Withdrawals enable:

• The setting up of a withdrawal frequency of any time period (up to 15 minutes);
• User withdrawal confirmations on the parent chain at frequencies up to ~15 minutes;
• Cross-chain dApps to read the finalized state at the same rate as the Fast Withdrawal frequency.
